Both 9.0_BETA and 9.99.2 boot fine for my Zero W.
Can you try to copy bcm2835-rpi-zero.dtb to bcm2835-rpi-zero-w.dtb
in the boot partition? c.f.
If this resolves your problem, we need to consider a workaround to
replace zero-w.dtb with zero.dtb for netbsd-9 at least...
