From one noob to another.
I used invisible.ca to download and install my Pinebook image. For "precompiled" packages I used this site: http://cdn.netbsd.org/pub/NetBSD/misc/jun/aarch64/aarch64/2019-06-22/
You can either export PKG_PATH=http://cdn.netbsd.org/pub/NetBSD/misc/jun/aarch64/aarch64/2019-06-22/ then pkg_add -v package_name or, what I do:
pkg_add -v http://cdn.netbsd.org/pub/NetBSD/misc/jun/aarch64/aarch64/2019-06-22/python37
