This is not just a MacOS/X issue. The same issue we have on Windows.
As I mentioned in the past, we claim support for building in
case-insencitive+case-preserving filesystems. The two man pages are
new in OpenSSL-1.1. Mail has been there forever, but it is documented
even in the man page that having both 'Mail' and 'mail' is confusing.

Being a purist and not having any flexibilily gets little achieved.
I've made the cost/benefit assessment of the changes and decided to
proceed as I suggested. If you don't agree, there is core@. If core@
asks me to, I will back it out. In the meantime progress has been
made (in my eyes).
