Correct. There's a patch to add a user to log in via ssh to the image
build process, see:

*NOT* trying to stir any pots here & a happy user of NetBSD on a coupe
of Raspberry Pi's, but why wasn't that patch already in whatever this
dude downloaded & used for his disk image ? That post is from last
summer, seems like that patch would have been in months ago .... $0.02,
no more, no less (& again, happy user myself).
