change secure level

Raspberry pi, current from 16th september.
I'm not able to load modules.

# modload pf
modload: Operation not permitted

# pfctl -e
pfctl: /dev/pf: Device not configured

Securelevel is set to 1 and cannot be changed,
spite I tried using rc.conf and sysctl.conf.
The same happens for npf or any other module.
Has someone succeeded doing this?
