Incidentally, if you follow the link that is in the readme (src/sys/arch/arm/xscale/ixp425-fw.README) to http://www.intel.com/design/network/products/npfamily/ixp400_current.htm, you'll get V2.3.2, which works. If, like a dummy, you search Intel's site for IXP425 because you're too lazy to open the readme file, you'll get sent to http://www.intel.com/design/network/products/npfamily/download_ixp400.htm, which has V2.4 (works) and V3.0.1 (doesn't work).
