I guess it is used for machines which have _broken_ firmware :-)
Anyway, I just tried it, and I don't think it is recommended on arc.

The patch actually fixes siop(4) problem, but I'm not sure
if it is a _real_ fix...

(There is XXX comments even in current necpb_init().)
