Not normally, but  if you use the bootblock to boot the installation=20
system as written to the swap partition, to do the installation.

After that, it can be anywhere.

In fact --- only the first --- how big is the miniroot, 8 MB? --- of the
swap partition need to be wholly within the first 4 GiBytes of the disk...
but the root partition must be completely on the disk, as all files -
including the kernel - are spread out to all the cylinder groups.
