Lars, it does not show any Ethernet devices, but 802.1q is a protocol on top
of Ethernet - it can't work without, that's why it won't work without any
Ethernet devices.

The ARP subsystem is pulled it by any ARCnet, Ethernet, FDDI or IBM Token Ring
hardware device in the config file.
