if_gre.c both as of 1.5.1 or of current DOES include <machine/cpu.h>.
In fact, it was included from the very beginning. See this excerpt
from cvs annontate:

1.1          (hwr      13-Sep-98): #include <machine/cpu.h>

Maybe something different is your problem?
