Both.

I've test-installed and shortly used 1.4.1 on a DraCo with multiple memory 
segments and a 68060 @ 50MHz cpu:

memory segment 0 at 40000000 size 00200000
memory segment 1 at 40200000 size 02e00000
memory segment 2 at 44000000 size 01000000

and on my A3000 with a P5 68040 @ 25MHz + PPC604 @ 150 MHz cpu, with its SCSI
in use, 16 MB on mainboard, 64 MB on the P5 board. This might 
be reported by the ROM to the OS as one or two segments (I suspect two:
different priorities).
