 Currently I do not know of any software for *BSD or other 
UNICEs capable of bandwidth limitations. Cisco's IOS does this
for instance, and I have heard about a specific implementation for
Solaris, but cannot verify it. Also, some very specific Routers
(Banzai as an example), can do so on interfaces. Traffic shaping
is not an easy task.
 
 BTW - "port-amiga" is not the right place to discuss this very
specific - or general - issue. "current-users" or "tech-net" might
be a better place.
