HEADS UP: rtc_offset/RTC_OFFSET implemented.

I just implemented 

options RTC_OFFSET=mmm

current-users might want to read 
man 4 options 
for the details.

To get the old behaviour, you must put 

options RTC_OFFSET=0

into the kernel config file (I fixed GENERIC and DRACO). 

The 300 which was in old config files was definitely wrong, as our 
old code ignored it, which is equivalent to 0.
