That's your CPU's base frequency. In Turbo mode it should go up (depending on
other factors like core temp, power draw and work load on the cores) to 3.4 GHz:

My CPU (an Ice Lake) has a Base frequency of 1.2 GHz, but, I can see it going
up to 3.4 GHz under load on OpenBSD, FreeBSD and Linux. To get the actual
running frequency one has to read the MPERF and APERF MSRs and do a small
calculation like:
