Yes and yes.  It's a Qotom Q10922G4.  I have been using their other
mini PC's for years as routers and small servers.

I have tried changing some BIOS settings, but with no luck.  And the
same settings work with linux, where the CPU clock varies from 600 MHz
to almost 3 GHz depending on system load.

Thank you.  It feels good to be home again. ;-)  I hope this problem
is solvable because running the system at 800 MHz won't be possible.
