Hi,

Have you tested which file it reacts to? I would assume it's just two
phases of the boot.

If it can't find boot.cfg in the EFI partition, it would look in the root one.
Otherwise would prefer the one from EFI (since that should be first
partition read)
However, it's just my assumption.
