And, indeed, setting kern.timecounter.hardware=hpet0 makes the clock
start behaving itself.

Maybe this has something to do with my disabling ENHANCED_SPEEDSTEP?
Anyway, thank you very much; I now have a workaround, which is good
enough for operational purposes.
