So I hunted around in the BIOS couldn't see anything that looked like
"legacy keyboard mode"

disabling legacy USB support meant the keyboard didn't even work at the
loader - so reenabled that.

disabling XHCI hand-off, didn't help
EHCI hand-off was disabled, enabling didn't help

Nothing else looks remotely relevant.

Will dig through the parts bin see if I have a PS2 keyboard
