More information:

Since the original problem occurred with a custom kernel, I decided to 
see how it would behave with a GENERIC kernel.  Sure enough, it booted 
up successfully!

Further investigation showed that GENERIC kernel configures acpicpu(4) 
immediately between the pckbc stuff and the timecounters.

So, I then rebooted my custom kernel, after manually preloading the 
acpicpu module.  And lo and behold, that was also successful!

So it seems that the change is something that happened in the acpicpu 
area.  On this particular machine, it simply hangs if the module is not 
loaded.

I am far from being an acpi expert, but this doesn't seem to be correct 
or desired behavior.
