If you mean pkg_add from ftp.netbsd.org for alpha, chances are one of the
required pkgs has been removed due to a security vulnerability.  In that
case you'll have to evaluate if you care about the vulnerability (remote
root on a web server is more of a concern than local denial of service for
a home machine) and if not, build those packages yourself.
