It's possible your firmware version is broken with regards netbooting.
I had a hell of a time getting my 3000/600 netbooting, upgrading to the
latest available fixed the problem, (I had to boot the upgrade from
a Digital Unix-mastered tape).
Get tcpdump running on the same wire, if you see arp requests for
0.0.0.0, this is a possible symptom.
Running "show config" at the chevron will tell you what version you
have currently. I had 3.2, now its 7.0.
