My understanding of the manual nad the board is that the cpu fan 
operation is detected on that third lead, like a tachometer, and if 
it is not spinning, the system will not power up.

Additionally, as bp said, you do not have pc style soft power on/off
capability.  I jumpered the connection and my 164 works fine.
