Yes, all TGA/TGA2 cards are PCI.

There is a PowerStorm 3d30 on Ebay right now, but unfortunately
it comes in a rather pricey box:

This is not the `buy the machine to get the graphics card'-type
machine...

Seriously, though, there are often AS 200 4/233's or AS 255's that
have TGA cards in them.
