I've commit in DEC3000 video console improvement codes to main
repository.  DEC3000 now uses MI sfb.c TC framebuffer driver which
sports improved faster text rendering assisted by SFB hardware
accelerator.  The kernel image can be obtained with TCWSCONS
configration file. 

Note that TCWSCONS is not a standard integration of NetBSD/alpha (yet)
because it depends on technically handicapped Zilog 85C30 serial
driver.  zs_ioasic.c is planned to be replaced with a fully scatched
code which can utilize IOASIC DMA circuit.
