Ok, now this is strange.  I tried a make and I got an error 1.  So on the 
suggestion of Chris Jones I ran ktrace make, and (as you can see below.) 
It died on trying to:

  359 make     NAMI  "config.cat8"
  359 make     RET   __stat13 -1 errno 2 No such file or directory

So I looked, and sure enought there was no config.cat8.  I did a troff < 
config.8 > config.cat8 and reran make and everything went clean.  
Including the install.  I'm not sure if I should go on or what with this? 
 Has anyone run in to this before?  I'm currently running NetBSD/Alpha 
1.3H and have the 1.3I source.tar.gz untarred in to /usr/local/build/src.
