I went to the mirror site I used (gatekeeper.dec.com) and found the
incorrect text in the 1.3 INSTALL file and the correct text in the
1.3.2 INSTALL file.  At the time I looked, the 1.3.2 tree didn't
have an INSTALL file so I used the 1.3 version.   Apparently it
does have the right stuff now.
