the sources to setnetbootinfo are under src/sys/arch/alpha/stand.  you
should be able to grab them from -current and try to build them on
your machine.  (Ther e could very well be type-size bugs, since they
were meant to be built & run on alphas, though.  revenge of the 64-bit
hacker. 8-)
