...is that the boot program or the kernel?  I needs to be the boot program,
which then also does a bootp, nfs mounts the root file system, and
loads the kernel.

Here's by bootptab entry for my alpha:

The netboot program is located on the server at /tftpboot/netboot.alpha,
and my tftpd chroot's to /tftpboot.
