Gee, I guess you got someone at DEC who doesn't know what they are
talking about.  FTP to ftp.digital.com then use their search tool i.e.

ftp> quote site exec index axppci

and you get a list with many items.

I think the thing you want is: /pub/DEC/axppci/design_guide.ps.Z
but there's a lot more interesting things to look at as well.
