I've updated the algor port to get timecounters, use the common
mips3_clock handler, and use the common mc84618 rtc code in dev/ic.  It
also gets generic-todr support.

I'd appreciate it if someone with an actual board could test it and let
me know what happens.  I can't do more than compile test due to lack of
hardware.
