The FLTK project recently released version 1.3, the long-anticipated update to 
the 1.1 series.

I've packaged this and believe it is ready for review. Please try it out and 
let me know. As there are API/ABI differences from 1.1, I think it should be 
imported as x11/fltk13, not a replacement for x11/fltk. Also, x11/fltk will 
need updating with an appropriate CONFLICTS. The Dillo project is already 
porting to 1.3, so it will be good to have this in place by then.
