Please review skk-related packages

Hi,

The pkgsrc/inputmethod/skkserv package contains a dictionary server, a 
dictionary file,
and dictionary maintenance tools.

The dictionary file is needed from other SKK frontend, for example, SKK on 
Emacs, uim-skk,
scim-skk, and skkinput.
And the maintenance tools are not needed by some people.

I decomposed pkgsrc/inputmethod/skkserv into 3 packages, skk-jisyo, skkserv, 
and skktools.

Please Review these 3 packages.

On my machine, they are working properly.
