Well, these are how they were done originally, (my own efforts also did
them as individual packages). What is the policy on lumping small
packages together?

The policy is to create a package structure that simplifies the maintenance of these packages. It may, however, be nice to provide a meta-package that simply lumps all of the small packages as dependencies for the meta-package, e.g. meta-pkgs/gtk2-extras or meta-pkgs/suse9.
