HEADS UP: please use "cvs add" instead of "cvs import"

Hi!

Recently the suggested method for adding packages to pkgsrc was
changed. We should now use "cvs add" instead of the error-prone "cvs
import". For details, see
http://www.netbsd.org/docs/pkgsrc/submit.html#committing-importing

I've adapted the wip/import-package.sh to use "cvs add". Please let me
know if there are problems.
