The download fails.
It seems to be a mercurial-based package, please convert it to use 
mk/hg-package.mk.
That'll hopefully also fix the DISTNAME (should be based on matiec and contain 
a version number, not be "tip").

Instead of the bison DEPENDS, use
USE_TOOLS+=    bison
