I've just imported send-pr v3.113 to misc/ category and leave wip/send-pr
updated to 4.1. The reason is wip/send-pr is not configured to send PRs
to gnats.NetBSD.org by default.

If anyone wants to finish this work, feel free to do this.
have a look at wip/send-pr/TODO file.
