Pathetic Writer (http://siag.nu/pw/) from SIAG Office may be what you're
looking for. It uses the Athena widget set (well, a 3D version of them),
but actually looks quite good. The "Pathetic" in the name is just the
guy who wrote it expressing his odd sense of humour.

Have you tried vile? It's supposed to be VI Like Emacs, which seems to
mean it can have multiple buffers open on the same screen. It can be run
in a console or with a graphical frontend.
