It seems to me that a "semi-automated" procedure would really only be a separate send-pr or mailing list, both of which we already have. The problem really is just waiting for a pkgsrc dev to champion your package, which is something that we really can't change. I think the best route is to get it working and peer-reviewed on pkgsrc-wip and to email the pkgsrc-wip list when it is done. This minimizes the work that committers have to do and maximizes your chances of getting the package accepted. It has worked well for me.
