Import coreclr as wip/coreclr-git

This package is WIP to work against the upstream.

This repo contains the .NET Core runtime, called CoreCLR, and the base library,
called mscorlib. It includes the garbage collector, JIT compiler, base .NET
data types and many low-level classes.


To generate a diff of this commit:
cvs -z3 rdiff -u -r0 -r1.1 wip/coreclr-git/DESCR wip/coreclr-git/Makefile \
