Import portscout-0.8.1 as wip/portscout. Packages fine, untested.

portscout is an automated system designed to search for new versions
of software available in the FreeBSD ports tree. It is primarily
designed for use by FreeBSD port maintainers, who can avoid trailing
around dozens of websites looking for updates.

To generate a diff of this commit:
cvs -z3 rdiff -u -r0 -r1.1 wip/portscout/DESCR wip/portscout/Makefile \
    wip/portscout/PLIST wip/portscout/distinfo
