mk.conf is being read. Proof:

%cd /usr/pkgsrc/meta-pkgs/xorg/
%bmake
ERROR: This package has set PKG_SKIP_REASON:
ERROR: X11_TYPE=xorg is mandatory.
*** Error code 1

The problem lies elsewhere.
