That's no longer the case. Years ago it was forbidden to export strong
cryptographic software from the United States. The Export Administration
Regulations (EAR) however allows to export such technologies to countries
which are not on the list of banned countries (e.g. Cuba or Iran). As a
resident of India you are therefore allowed to download the software unless
you plan to reexport it to one of the banned countries.
