Yes, install the "pkg_tarup" package and use "make tarup" afterwards in
"pkgsrc/category/pkgname" afterwards.

To create binary packages for all installed package you could use a
script like this:

#!/bin/sh
pkg_info -Q PKGPATH '*' |
while read DIR
do
	cd /usr/pkgsrc/$DIR
	make tarup
done
