You probably want mkdir -m (not -p), I have that in /etc/rc.local as well.
I wouldn't vote for adding it to kdm's rc.d script though, users can start
KDE from xdm (I'm seeing the problem in that case too) or other X login
managers.

I think this would be a better place to document the workaround.
