It seems to be need cookie capable FETCH_CMD.

It also ocuured in wip/viewvc and I added following lines to wip/viewvc/Makefile:
BOOTSTRAP_DEPENDS+=     wget-[0-9]*:../../net/wget
FETCH_CMD=              ${PREFIX}/bin/wget
