No, the default file location is now gone.  If you go to that website,
you'll see, looks like that domain got picked up by one of those
commercial squatters.  The file you get downloaded is an html file.

I manually fetched the proper tar file from the netbsd ftp site:

ftp://ftp.netbsd.org/pub/pkgsrc/distfiles/ubs-0.17.tar.gz
