python: add PYSTABLEABI

This variable contains the C ABI name for Python, see
https://docs.python.org/3/c-api/stable.html

Python < 3.15 has "abi3", while 3.15+ has "abi3t"

Handle PRINT_PLIST_AWK so this will hopefully be fully automatic.
