libspectrum: updated to 1.7.0

1.7.0

* Make tape playback own signal polarity and return absolute levels for
  live and cursor playback, with atomic cursor state operations
  (Fredrick Meunier).

* Add a resolved-file abstraction for accessing compressed and
  uncompressed files (part of bugs 507 and 192) (Fredrick Meunier,
  thanks Gergely Szasz and Bernat).

* Add RZX playback input cursor and creator metadata APIs (Fredrick
  Meunier).

* Add structured accessors for microdrive block headers, record
  descriptors, data and checksums (Fredrick Meunier).

* Require C11 or later (Fredrick Meunier).

* Limit expanded compressed files to 64 MiB (part of bug 168)
  (Fredrick Meunier, thanks Gergely Szasz).

* Various minor bug fixes/improvements:
  * Preserve pulse polarity when converting PZX tapes to TZX (Fredrick
    Meunier).
  * Skip empty RZX input blocks during playback (fixes bug 527)
    (Fredrick Meunier, thanks Sergio Baldoví).
  * Detect 8K Interface 1 ROMs in Z80 snapshots (Fredrick Meunier).
  * Handle legacy Spectaculator Scorpion Z80 pages (Fredrick Meunier).
  * Remove the beeper capability from Timex machines (Fredrick
    Meunier).
  * Use guaranteed lock-free atomic flag operations in fake Glib
    (Fredrick Meunier).
