dateutils: update to 0.4.12

0.4.12

This is a bugfix release.

Features:

zones can now be specified by their offset
named input formats can be dates only
allow to overspecify ywd dates

Bugfixes:

differences absolutely less than 24 hours but
on different days are calculated correctly
differences on epoch based timestamps are
implemented
check if input fulfils %V/%W specs
always ignore time zone fixups when using the
"now" special
when reading epochs do not treat 0 specially
leap second transitions are detected properly
datetest --isvalid also checks for fix-ups


To generate a diff of this commit:
cvs rdiff -u -r1.29 -r1.30 pkgsrc/time/dateutils/Makefile
