devel/capnproto: Enable build without kqueue on NetBSD<10.
capnproto uses EVFILT_USER when kqueue is enabled, but doesn't
require kqueue.
(This code could also be adapted to just use a pipe instead of
EVFILT_USER but that's a little more work.)
To generate a diff of this commit:
cvs rdiff -u -r1.6 -r1.7 pkgsrc/devel/capnproto/Makefile
